Professor Downing teaches classes in Public Budgeting and Finance. His government experience includes a two year appointment as a Program Analyst in the Office of Evaluation of the U.S. Department of Housing and Urban Development. In addition to public budgeting and financial management, his teaching interests include the field of public policy. He is the co-author of the book The Politics of the Bench and Bar. His most recent publication is "Urban County Fiscal Stress: A Survey of Public Officials' Perceptions and Government Experiences" in Urban Affairs Quarterly.
